Why is it that wet nails always dry quicker when you put them in water?

Most people think that water ruins paint, but it seems to be that after you paint your nails and you put them in cold water, they seem to be perfectly manicured. They sometimes even come out very hard. Does this have to do with absorbtion? Why is it that wet nails always dry quicker when you put them in water?
